It also spawns a little to the top right of Franklin's house. I forget what the name of the location is, but if you follow the road and look for some dirt tracks, you should find a park ranger station. It's in the garage there.

It also spawns behind the vinewood sign, where the radio towers are up on the hill. Itll be in the gated area of the towers and the guy is not in the car. Also if youre headed to sandy shores coming from the light house, once you go over that small bridge, that trevor had to get the military stuff in a mission, it usually spawns close to there. Cool car.
