TL;DR: Use hue vs. hue.
Davinci Resolve also has Hue vs. Hue!
Photoshop can also do this. The hue/saturation panel has an eyedropper/color picker! Then you can adjust what colors are affected, and use the sliders to change the hue, saturation, and lightness.
I don't know if Vegas Pro has Hue vs. Hue. (Maybe use an HSL key instead?)
