If it is grant it is well and good, if it is a loan the interest is always lesser than what we pay on loans taken by jagan is lesser. The opposition should criticise the ruling party only it can arrange the 15000 crores at better terms. That is the interest is lower and there is no need for mortgaging any asset.

How can Union budget will have an amount for Polavaram when they don't know how much it costs? Again DPR work has to be done and estimate the project cost. Until then every number is a speculation. When she said central government responsibility means they will be bearing the project cost.

So take advance do the work submit bills and get the payment for the next phase of the work and so on onan ongoing basis and complete the project
