In year 1717 on the night of December 24 and 25 about 40000 people and animals drowned in Germany, Holland and Denmark. The death rate from natural catastrophes has dropped 90% the last century. How did that happen?

I greatly regret the death and the difficulties brought on by the floods.
HOWEVER
If you build on a river FLOOD plain, don't be surprised if you find a river flowing threw your house and your car floating way, during a flood.
The clue is n the name, FLOOD PLAIN. There is a flood plain because the river has flooded there before. Therefor it is not new or unprecedented.
