You can bet they will have their big fancy gas stoves and huge refrigerator, freezers. Full of expensive food. Over reach of government agencies. Next bbq grills? “It is not the intention”. But they are doing it. That is ignorant.

If you are used to cooking on gas it’s very difficult to switch to electric. I burned quite a few dinners before I was used to it. Wasted a lot of food in the meantime

High efficiency gas furnaces are expensive. They also use pvc flue pipes and pvc combustion air pipes. They also require a condensate drain. So yes, forcing someone to retrofit their home with a high efficiency gas furnace will be very expensive. And they only increase efficiency by about 5% to 7%. It will cost the person thousands more than a standard furnace replacement. And the last thing you want in cold climates is electric heat, very expensive to use. If this passes, it's going screw so many people, and for no other reason but making corrupt politicians rich.

If this regulation goes through what needs to start happening is for new construction to simply start ignoring, yes ignoring, the federal regulations. Local and state governments have the direct authority here so any apposed to this should continue with approvals as usual.
