The third dimensional view is similar to what was showed in Interstellar movie - the time as another dimension where we could access any particular time just like 2D habitants could see everything with 3D view.

A few years ago I watched a YouTube clip of Carl Sagan explaining flat world and the 4th dimension.... you k ow how people casually throw around “it blew my mind”, that was one of the most incredibly mind blowing things I’d ever heard... still mind blowing to me

Now we can understand how can a 4th dimensional being can see us. They can go forward and backward in time which we can't. Like we can go up and down but a two dimensional being can't.
