My personal university experience tells me that people DO dress up on Halloween, just not during the day/in lectures. A lot of it probably comes down to the fact that a lot of people's Halloween costumes at uni are quite revealing/sexy, which feels a bit weird to wear whilst sat in a lecture theatre. Anyone else, like myself, who is NOT confident enough to dress up sexy, will then feel weird being the only ones dressed up.

The best halloween dress up that I saw in college was one guy dressed up as Gru and was followed over 50 people dressed as minions.

When I was in college (2014-2018), there were plenty of people who dressed up in costumes to go to class. Granted, most of them didn't go at quite this level, but still very obvious costumes.

I dress up whole day of Halloween (when I went to school, whole day meant school day) and I even did cosplays the whole week progressively getting more detailed and costume-y as we get closer to halloween
