Reading says needs a bond, but it looks plastic coming out the ground.... but the pipework along the building externally can be touched while standing on the mass off eart I'd bond that just inside the building

Is extraneous conductive parts it must remain connected to Oil pipe work or a Gas pipe work under The Regulations 544.1 and part 2 of the Definition it needs to be carried out of test on all metallic services 👍

I would 100% bond incomer pipework at entrance to building to met if metallic—which it isnt just now

If it’s plastic then metallic entry into building & no contact with the ground then it’s not extraneous.
Your measurements show that it requires Main Protective Bonding Conductor, but you maybe getting parallel earths that relate to the measurements.
Back in the day any metallic service pipework would require MPBC, going by the book of law this does require it.

It looks like it’s plastic incoming, not extraneous, don’t bond. The building however, if steel frame/cladding are extraneous this would have an earth and ultimately may earth the pipework if in any way in contact with the cladding.
