Due to how our vision and life works, its not actually rising but just coming closer and closer to you. When you first see it, the more moisture it is being seen through, which magnifies it and strengthens the illusion that it is going up or going down. Picture a long straight highway with many light poles. Each pole would appear smaller and smaller till its almost to the horizon. You know the poles are actually the same size but the ones at the end look like they're going down

I tried to get a picture of this but my phone just made it look like a street light. Jeez. Anyway it was super impressive to see over the water
