Prices are just an indication of what is happening in the market. Businesses cannot set them arbitrarily. If a business sets its prices too low, then it won't be able to make a profit. If a business sets its prices too high, no one will buy its product. Price controls always result in shortages or surpluses.

I worked in a grocery store in Austin, TX when I was in high school. Then president Nixon implemented price controls on meat. The cost of meat and the procession was higher than the the price controls allowed. The owner of our store was also a rancher. He had his own beef processed and our counter was full. The manager of a Safeway store a few blocks away came to our store and loaded a grocery cart for his family. After I got off, I went to the Safeway store. Their meat counter was far lager than the one in our small store. But, it was mostly empty and the only thing for sale was tongue.

Price controls will result in a shortage of products. It is an awful idea that has been tried and failed.
