Technically speaking the Unggoy aren't harmless but at the same time they are pretty peaceful and quite democratic.
It was the Covenant empire to have pushed them to become more "aggressive" we can say.
But apart from that, the Unggoy are quite a good race to get along with. Especially considering that they have some specific talents, like being expert linguists for example. It was them to have translated english for the Covenant. And they was also the first ones in the Covenant to have learned english.
