The reason you're getting 39 instead of 100 is because RGB values go from 0 to 255, so you're typing in 100 out of 255 which is 39%

I have a problem. My adobe premiere don't want the VHS overlay.mov What should I do?

Change the opacity blending mode to linear dodge.
Stack them over each other.
Change the rgb colours.
Shift scale and position accordingly.
use a vhs overlay.
Do a S in curves on adjustment layer.
You are done.
