The spirits are the 05 council but even then. The control the output, not necessarily the end result. They dictate what can be used and the settings, meaning that some will submit specific requests or instructions regarding items being tested and other researchers will obviously submit requests for testing to be conducted. So some are more general in terms of being the boss that signs off on things and others are the ones making requests. They all forbid certain testing and all have to be petitioned to conduct otherwise potentially forbidden testing.

Another thing Dr. Bright is not allowed to do at the foundation: No using SCP-914 to make dubs of your favorite manga. As fulfilling as it is to see our favorite series be adapted for television, this is a clear misuse of foundation materials, and subs are obviously better.
