When first arriving at the Citadel, you get asked to speak to Captain Bailey in order to sort out some legal issues with Shepard being considered dead. However, you can decide to skip the bureaucracy and head to see the Council right away. If you reject the Council's offer to reinstate Shepard's Spectre status, this is the unique dialogue you get when you approach Bailey for the first time.

This kind of explains Bailey's nonplussed attitude about me shooting the hostage during Thane's loyalty mission, despite me not being a Spectre and having me dead to rights on unlawful interrogation and blatant murder.

Bailey's a crooked cop, but thankfully, he's *our* crooked cop.

The irony is that Spectres have no rules to follow. They get assigned missions every so often, but are free to pursue their own goals the rest of the time. All they have to do is ocasionally report back so the council knows what's actually going on in the galaxy. So it undermines both that "they do better outside the rules", since as a Spectre they wouldn't even have to obey the law, and that the council lives in an ivory tower, since the Spectres are their direct line to the outside.

I like Sau…err…Bailey a lot. Wish I could invite him to the party in Citadel DLC. One of the few natives on the Citadel that I respect!

There's always something I'll miss when replaying these games. This is a new one. Never tell them to stuff it; need that SPECTRE status to make people look even more like idiots.

I think decisions like this should have a far greater impact on the story. Sure Mass Effect has great decisions/consequences compared to other games but still not enough. Standing against the council or killing them in ME1 should greatly reduce the support and war assets that you get from the council worlds
