Papadopoulos has said that he told the FBI well before Downer went to his version of the state department that Alexander Downer was recording their conversation.

Downer did not give his version of the state department his recording. He only told the state department 'what Papadopoulos told him ;-)'

 If the record of Papadopoulos telling the FBI that downer was recording him exists that begs the question what happened to Downer's recording of their conversation. The absence of the recording of the conversation is Prima Fascia evidence that Downer lied.
