Sir I 'am from Bangladesh.. In our book they wrote lone pair electrons in p orbital of halogen group and pi electrons of benjin circle create an elongated pi moluculer orbital..and this shell of pi electrons surrounded 6 carbons of benjin and also the helogen atom..thats why bond in c-x will be more stronger.

Sir there are four reasons mainly for less reactivity of nucleophilic substitution of aryl halide
Others two are :
Instability of phenyl cation
And other is possible repulsion it is less likely for the electron rich nucleophile to approach electron rich arenes
