Skill hunter and 100 type bodhisattva are cool abilities *in the hands or their coresponding users*. The conditions that are on those abilities are way too technical for any normal human to use.

Netaro has to pray everytime he uses the ability (not just clasping his hands together, but the actual action of prayer) and when he moves he need to pray again.

Skill hunter has a wide array of conditions to even be used. For one, you need to flip to the specific page of the ability you want, and that book's pretty big. Secondly the book needs to stay open to use the stolen ability. The worst part of this is the shopping list of conditions you need to fulfill to STEAL an ability.

These abilities are really cool and OP in the hands of their users, but they're borderline unusable for almost any other character.

The rock paper scissors Hatsu was so bad that togashi press the reset button for gon. Also chrollo’s Hatsu is amazing, but compensation of it is too ridiculous. Either you need to have charisma or interrogate people by force to get their Hatsu.

I would argue that Netero's ability iss actually not that strong really. It is strong because he is using it, but when you think about how it works the process of having to both prey and mime an attack would probably take most people at least a couple seconds to do and those are seconds they might not have in a fight. Netero is Netero so it really was not an issue for him but honestly I could see other people struggling with it.

Though skill hunter and Buddha ability are arguably but I would personally put skill hunter above it because netero's nen ability was a product of his endless pursuit of strength and intense training, while chrollo's abilities are something that he came up with after thoroughly strategizing and reviewing combat
