Fun fact: the Great Powers stay there because Victoria 2 has a seizure if there are ever less than 8 Great Powers. The game needs them to remain there. The mod that starts every nation as uncivilised has 8 "filler" countries that only exist to occupy the Great Powers slots until somebody is able to civilise.

It's one thing to annex the world, it's another to actually run the game with the whole world annexed.
Even with all pops being assimilated, it'll take eons to actually play this game.
