Free study is the biggest advantage that overshadows other .A2 level is sufficient to sustain there focusing on studies, takes hardly 3-4months to learn. If someone is going there for studying, they won't wander everywhere saying hey, hi and expecting something in return. You get together with other Indians or batchmates, why do you need a German to get along, not a strong reason. Taxes are high, but work culture isn't toxic, overtime or too much work pressure doesn't exist, you get the most paid leaves here and you also get tax return for goods you used for education. Weather is bad, but the buildings are equipped with devices to control that, and the public transport is way better than any other countries. Geographical wise it's the center of Europe, you can travel any nearby country with one German Visa. And I would not need to tell about the safety and crime rates here. Also the medical system is better.
In short, if anyone's main purpose is study, it's the best place. For extravagants, prefer US, Canada, Aus
