Prime Minister Scott Morrison says the historic revamp of the Liberal Party's leadership rules should reassure voters the government can offer stability and continuity.

After three Liberal leaders in just the past three years, the overhaul will mean a future prime minister could only be removed if two thirds of the partyroom agree to the change.

It was the overthrow of Malcolm Turnbull that caused the Wentworth by-election, and ultimately, the arrival in Parliament of another crossbencher Kerryn Phelps.
