Hello 5 years experience in private parking industry here, many vehicles that look like this in private parking structures belong to residents of high rises who hardly drive their vehicles as everything they need is within walking or biking distance. We had many customers who would pay monthly to have their cars parked there I would see them a few times a year move the vehicle and would only wash it once a year.

Some in the back look clean. When I lived in DTLA and rented a space in a parking garage the 3rd floor last floor of structure had a bunch of vehicles like that covered in layers of dust with stuff stored in them. I use to like to park on that floor to lower the risk of my car getting hit by a door
