I play genshin & I totally understand it! (This is a repeated comment)
The best explanation would be that Wuwa is based on a "Futuristic" post apocalyptic world while Genshin is more down to earth since other than vision's & different races the world itself is a peaceful world that has yet to fall into any global scale conflict.
Therefore Wuwa is more military like and there is no reason for every character and npc to own a grappling hook nor do they have the technology!
Kinich being dendro unit explains very well why he has a grapple ability specially considering the description of his tribe!
