6. Electricity cost most Californians more than double what the rest of the country is paying, and our electrical grid is unreliable.

The homeless situation should be tackled by first seeing what family tree these applicants come from then see if they have education completed, then see if they have a resume history check out the credit report see the history or check to see what's accurate that is preventing a person to move forward
