On Stema's action system real quick; while that is certainly *a* way to encourage the use of status moves, i feel like the current system described is just going to lead to status -> Attack 95% of the time.
And while, if thats what you're going for, thats fine, i think that could be a problem, *especially* since it's meant to be similar to pokemon's battle system.

Imagine a Staraptor swords dancing, *then* close-combating you, all in one turn. That would be incredibly frustrating and unfun! Even with a smaller stat boost, this system, as it currently stands, would make speed go from just "the best stat" to "the *only* stat that matters".

Maybe a way to solve this would be to restrict certain moves to only the second action, or lock some of these more powerful effects behind doubling up on the same status moves twice in a turn, or just straight up making the stat-boosting statuses take both actions. (While this last one may *seem* like it undoes the psychological good that having two actions a turn brings, this will actually make players look at the move closer when they notice the unusual restriction. The one status move every casual in pokemon knows, protect, is known in part *because* of its unique restriction, and otherwise unusable moves like Hyper Beam or Giga Impact are explicitly remembered because, again, of their restrictions.)

Personally, i would also maybe buff the second action attack just a bit to make it more of a choice on what to use the second action on. Specifically, maybe upping the damage to 33% if its a STAB sttack (as to not make coverage too good), and/or delaying the secondary effect of the attack to the end of the second, but making the chances of effect shoot way up, if not guarantee it.
(Maybe there could even be some special interactions, like using Flamethrower then Ice Beam would negate both moves extra effects, but deal a bit more damage.)

I think these changes could make the "Status --> Attack / Attack --> Status" line of play only be optimal around ~50% of the time instead of around ~95% of the time, and make people engage with the "build a move" aspect you talked about, instead of just turning *every* move into Power-up Punch.
