Ukraine War: PM condemns Putin's 'catastrophic failure'

In her first speech on the world stage as Prime Minister, Liz Truss has accused Vladimir Putin of "sabre rattling", telling the United Nations the Russian president is trying to justify a "catastrophic" failure in Ukraine.
