The VLF band is 3kHz to 30kHz; the ELF band is 3Hz to 3kHz;; so perhaps this method should be called the SLF method or "super low frequency" test? Incidentally, the Megger insulation tester was used by geophysicists in the 1950s to locate gravel and deposits before specific instruments were manufactured for those applications.
