There's another interpretation: Pence didn't trust the secret service after what Trump had said that day.

The goal was to prevent the electoral votes from being counted as required by the Constitution. Removing the vice president to an "undisclosed location" for "his own protection" and keeping him there for an extensive period would accomplish that.
