Here in México we call them "empanadas", which is not a typical dish of Mexican cuisine but they're similar to "quesadillas doradas", they are made of corn. Those salsas look delicious.

In indonesian, we call that fried is "pastel". Basically the skin is same, but the inside of pastel is potato, carrot, egg, and maybe a little bit chops of chicken breast
