Ukraine should immediately seek a suitable legal representative from a specialist in the legal field of compensatory damages for victims of crime and start a civil action for compensation and damages in the courts of every country which holds frozen terrorist assets. When they win (which they easily will if they go about it even half competently - and Ukraine has shown an abundance of competence in every area it has addressed) the first instalment of the compensation can be paid by transfer of those terrorist assets as soon as the terrorist federation fails to pay the awarded damages, which they equally certainly will fail to do.
All their assets, not only the frozen accounts but even the buildings housing their embassies and consulates, the cars their diplomats use and property they have bought, any luxury items their diplomats own (jewellery, watches, and that kind of discretionary goods) and the bank accounts of the diplomats themselves would be forfeit when a court orders them to pay compensation and they fail to do so. How they get home is their own and their government's problem.
No politicians are needed, just good old-fashioned law, which the nations concerned would need to actively legislate against to prevent - which none would, or they would never have frozen those assets in the first place.
