36:26 Hit the nail on the head. Learning outcomes and health outcomes. What is the use of mass education without quality? Throwing more money at the problem is not going to solve anything. It is a lazy ineffective solution. Implementation at state level is the key. Because health and education is more in control of states and they are closer to public to implement and monitor effectively. Furthermore, decentralize even at state level to city/village governments. They are currently toothless and heavily state Govt dependent. Power should be closer to people. Easier to monitor and easier for public to demand accountability.

One strategy to be a developed country by 1947, that is to achieve per capita income of $12500, is to select some states and concentrate on measures to be taken on all factors of production namely land labor capital entrepreneurship etc and generate a spirit of competition among them. They should achieve say developed status in five years.Then select other states in coming years.These states should get say 10 percentage additional share of revenue prescribed by Finance commission.Further it is good idea to create many smaller states
