Congress should pass the 10% tax cut for the middle class, then repeal and replace Trump's earlier tax cut for corporations, the top 1% and close all the loopholes Trump and Kushner have been using. In fact, in order to eliminate the deficit, they should probably increase taxes on the 1%.
