Cell technically could have trained and kept getting stronger and stronger, having the saiyan cells and friezas cells his power could have had really no limits. We see how far goku and vegeta have gone, and look a frieza now. Cell had all of thier dna. Which tells me he had the most potential out of all characters in dbz

The reason I suspect android 18 got stronger is that the limitless energy stamina thing just over time works like a passive EXP bonus. She does not have to train, but will constantly have passive growth. Her brother 17 on the other hand took the time to learn to master his powers and energy so he had actual growth. I think that is what Gero feared from them. That they over time would just keep getting stronger even if they did nothing.

Technically Super 17 is the strongest Android in entire Dragon Ball multiverse, because of his mechanism he has limitless absorbing ability that allows him to absorb energy AND kinetic force from punches (which means that punching him makes him stronger and doesn't actually do any damage), his only flaw is he cannot absorb both at the same time and that doomed him, but otherwise he's the most dangerous and strongest Android ever, because he's absorbing ability is supposed to be limitless

It always perplexed me if Dr. Gero was going to turn himself into an android anyway, why he didn’t just make himself an infinite energy model like 17 & 18 instead of an absorption model. He could’ve built himself to be the strongest of them all, but instead gave all that power to the two that ultimately ended up killing him. I suppose he’s more a scientist than a fighter, but him being one of the most brilliant minds on earth, you’d think he would’ve thought of that.

With the Cell Jr thing, I believe it was stated that each Cell Jr had an equal power level to Cell at that time, however they are less durable than Cell which is probably how ssj2 Gohan managed to rip off various body parts.

You could just say that the return of cooler took place during the 3 year time skip for androids.so that way it would make sense for goku and vegeta to be stronger since it would be before piccolo fused kami.

It's important to note that most of the old movies were created as promotions for the show at conventions and anime expos. That's why a lot of the movies mirror the show in villian design and major events. They were meant to get people interested and excited for the manga/anime in an era without internet.
