They payload bay had nothing to do with the loss of Challenger or Columbia, what is this? The loss of both craft were attributed to the 'culture' of the 'new space program.' The shuttle was the first big step to try and normalize space for civilians. That's when Lockheed and partner(s) jumped in and forced the shuttle designers out of anything but shuttle repair. Hiring etc done by Lockheed.
PS the shuttle was designed to go into deep space or lunar orbit. The new boss eliminated those capabilities.
