Traits: Gifted (for the +1 on each SPECIAL stat) and Fast Shot (makes you save a lot of Action Points in combat)

Tag skills:

Energy Weapons (the best weapon in the game is an energy weapon)

Speech (it is the best skill in the game)

Barter (congrats you can now buy any item in the game exploiting the game's bartering mechanics - depending on how many additional points you will put into it you will spare a lot of time)

Taking Mentats will increase your Charisma to 7 making it possible to pass the only Charisma check in the entire game.

Using all drugs, Brotherhood of Steel implants, the Adytum Luck bonus and the Patrick special encounter your character stats will be as follows:

Strength: 10
Perception: 10
Endurance: 10
Charisma: 8
Intelligence: 9
Agility: 10
Luck: 10

Your endgame weapon should be the Turbo Plasma Rifle and your endgame armor should be the Tesla Armor.

I highly recommend to use the "Fallout et tu" mod which makes Charisma more usefull (8 endgame Charisma will still be enough), Barter will become not broken making the Gambling skill a better alternative as the third tag skill, it will restore cut content and make some quality of life improvements. You also will be able to equip your companions with armor which makes the 6+1 Strength in the start even better as you will give your best armor - the Power Armor to your companions and use the next best one on yourself.
