The difference between Walker jumping on a grenade and Steve doing it is that Walker had "a thing with my reinforced helmet.", Steve was fully prepared to die in a moments notice protecting those people, no reinforced helmets, nothing.

The reason Sam gave up the shield was because he thought Steve was irreplaceable and he would be a mocking to his legacy. He didn't feel worthy enough and he would he racially criticized so he decided it was best to give it to the government as they would put it in a museum or something, but when he saw they just got another Captain America he felt betrayed.

If you think about it literally, It's easy for someone to imitate what Steve did but figuratively, he jumped onto that grenade, ignorant to the fact that it's a test to see how the soldiers would react, but Steve reacting in the way a good man would do, again—A good man, not a perfect soldier. It's similar to Sam answering Zemo's question of if he would ever take the serum for himself, without hesitation yet completely genuine.
