1. Problem - Critical to state a solid 'what's the problem' statement with specific examples including costs associated with it, as it's the filter for decision makers to accept or reject your proposal - 1:33
2. Vision - Directly tie your project with long range goals and organization strategies - 2:55
3. Benefits - Expand on the Vision statement: What will your project deliver, cost to avoid - 3:28
4. Deliverables - What will users receive? - 3:50
5. Success Criteria - It has to be specific, measurable, realistic, achievable, and time bound - 4:15
6. Deadlines/Plan/Approach - Detail what'll the project use as means/tools to achieve results. It'll use an Agile approach, or a more traditional Waterfall method - 4:45
7. Cost/Budget - State the funding plan for the project based on the above listed items - 5:17

Be specific and concise. It has to logically flow. But mainly lobby for your project before and after presenting your proposal.

Good stuff, but there's another tactic which I've used with success over the years. Without being too overt, it's important to give the decision makers a picture of how this project could benefit their own careers. When people get excited about what the project will do for them, the funding is pretty much guaranteed...

Nice job. One comment on SMART objective: Achievable and Realistic basically mean the same. Good alternatives for the "A" in the acronym can be: Agreed-upon (by top management) or Aligned (with company stategy).
