As a Canadian we can put tariffs on Canadian products or simply bite the bullet and export to countries other than the US. In other words stop exporting oil, electricity, steel, wood, planes, trains, wheat, dairy, beef, etc.

Canada could increase exports to other countries if possible, it won't take long in this tariff war before America is rather isolated from most countries. Trump will probably try to use tariffs to force large American corporations to fall in behind him to create a full autocracy just by letting those bypass parts of the system, but the rest of the world don't have to play along.
