I think I figured out how his power works. Every single movement he makes has the power of the pistol shrimp. From his limbs, fingers, toes, voice and even heart beat moves so fast that it creates a shock. The rain in the scene was just a amplifier however I think that he moving so fast that he can disrupt any environment that he’s in.

He got the power of Pistol Shrimp, the most powerful Marine animals in the entire movie, which why he refused to use his power because it's too dangerous to all lifeform around him. Also the Major Arthur is the most dangerous & overwhelmingly powerful character because he's killed lots of bad guys without using his power since he was an Army Ranger.

In case no one knows his powers. He has the power of the pistol shrimp.

His power packs a punch that is basically the power of vaporizing bubble. The mantis shrimp also can revive if it loads a portion of it's body. So his daughter can revive things.

The reason he's so strong, rather than just having bullet fast punches is, a pistol shrimp is faster than a bullet

The result?
He can punch sooo fast it creates Soo much friction in the air that it causes air to light on fire and the little bit of water to evaporate and heating for even hotter and longer burning air, in short
