This circuit is potentialy |>> LETHAL <<.. For example, failure of the capacitor provides full mains voltage to ground more than 300 volts in the UK. This circuit shold never power anything not double insulated.

The DC voltage rating of 820nF film capacitor used in circuit is 250 V DC.
This value is not high enough, the voltage peak across this capacitor could be more than 250 V, it depends on load and on the value of mains.
The correct type of capacitors should be a Class X2 capacitor with a 250 V AC or 275 V AC.
A non Class X2 capacitor in case a failure could burn or explode.
This circuit is very common on the web but often in web page and video not well understood.
The circuit in the video is not true voltage supply, the current is limited mainly by the value of film capacitor.
It would be very useful some formulas to size the value of the circuit components.

Our understanding so far is that the voltage drop from the rectifier must use a transformer.

Way too many Youtube videos show normal poly capacitors. You MUST use an X type capacitor for safety reasons.

Output is dangerous to touch remains at 220v DC all the time with reduced current not recommended to be used.

La resistencia que coloca en serie con el condensador no es de 560k sino de 470k según el código de colores para las resistencias. Así mismo la ultima resistencia tampoco es de 460 ohmios sino de 470 ohmios.
