Is it possible that countries with smallest number of winners that all winners will be scheduled for the interview or it still depends on the CNs?

You see all this what's happing the Ghanians 2023/24 Dv lottery winers they're keeping quite without any hope because those who have been win in 2022/23 Dv lottery more than 80% still are there without calling them for interviews that's why the Ghanians have been confused without knowing what will happen to them before to the end of September 30th

Kenya has a higher number of selectees compare to Tanzania, yet they have the same cut off numbers, does it mean that kenya has a higher performance, or that TZ would be a better alternative.
