iOS 13 GM vs iOS 13.1 Which One You Should Install

So it seems that Apple forked 13.0 by removing all the "not ready" features to get it ready for the new iPhones that are being built in China and thats what they call it GM as well and that is the same that will be released on Sep 19 for public, alongside watchOS 6. On Sep 30 Apple will release iOS 13.1 what we can call it "Real 13". One interesting part here is that Apple announced iOS 13.1 and even gave a date of release, I interpret this like they know iOS 13 is not ready BUT! 13.1 will be there very soon.
