He's purely basing it off of the success each team had with KD. But I think since the thunder onto KD of today he is essentially equally as skilled throughout all the years.

It amazes me how much of an effect the warriors winning had on this list. By every single metric for individual excellence, KD in OKC is better than warriors KD. Curry and the Warriors winning with Durant on the team shouldn't effect that. Even the playoff numbers don't support this. KD had his 2nd and 3rd best and worst 3 playoff series with the warriors.
OKC kd is by far when he was playing the best. Warriors KD was good, but not even as good as his year on the Nets. Warriors KD was often the 2nd, or even 3rd best player on the court and was never that guy for the team. KD needed steph to win, he needed the warriors.
KD was the second best player. KD was outscored by Steph every season while he was there. Curry did that while playing better defense, passing the ball much better, and being a leader. KD sat on a wing and scored.
The advanced stats agree with this too. KD on the Warriors had the same VORP and WS totals as his 3-5 seasons. His peak 3 years on OKC are comparable to MJ, Lebron, Shaq, etc at their peaks.

There was a reason why the warriors unlocked his potential, he was in a place where he could get lost on offense. There's clips where teams would still send 5 dude to guard Curry and leave Durant open. You got 2 of the deadliest shooters out there and Draymond who can be a ballhanders and a good passer now give them an great iso player who you gone guard
