I can imagine this taking place some years later in the Simpsons universe where Bart's a teen now. Maybe he's somehow stealing uranium or some sort of matter from the power plant which he has access to thanks to Homer working there, so Homer sort of fills the Hank role. I'm sure people would sooner try to hamfist it so Chief Wiggum takes that role since he's the cop, but trying to do it like that wouldn't work well. Plus Marge becoming the Skyler feels much more appropriate, too!

Lional Hutz taking over the Saul role is a no brainer, easiest role to fill.

Too many possibilities, it's a shame they didn't actually make a real parody episode like this since it would have worked well. Ned really does feel like early Walt!
