You undervolt it, those single fan cards are typically pretty loud. Undervolting my 2060 super aero itx helped with thermals and noise.

If you use AMD cards and it's still hot after new thermal paste, I recomend using Radeom software watt man it's so intuitive and easy to use. either undervolting your gpu, or underclock and undervolt your gpu, I also recommend using the power limit slider and reduce your power limit by - 30%, it helps me a lot. Also if you think your gpu can take a bit more temp just keep experimenting with the voltage and clock speed so it suits to your liking.
