I get this error when i enter the CMD command

The application has failed to start because its side-by-side configuration is in
correct. Please see the application event log for more detail.

Just a question, the kb954946, that does apply to windows 7 as well? Not sure if that is the cause but when I type php -info to CMD, I get the error "Could not open the input file: o". I am using the PHP 5.4.10.
