What began as a misunderstanding on behalf of some miners led to a very profitable relationship between the devils in the dark and the Starfleet.
But before all that, let's take a look at the alien creature called a Horta and how much more to it there is than what we saw.

You forgot to mention that Horta have refined aesthetic tastes and, as such, admire Vulcan ears.

I’m pretty sure the first Horta Star Fleet officer was an Enterprise crew member in the novel “My Enemy, My Ally” ( one of my favorites, btw). He played a crucial role in a boarding party in eating through a heavily armored door. Apparently it gave him a tummy ache. “It’s awfully rich.”

The Horta was that one species when I was a kid that blew my mind and made me realize that alien life could literally take any form.

As a biologist, I find the Horta fascinating. No particular reason that I know of why silicon-based lifeforms *couldn't* exist.

I would argue Starfleet earned forgiveness. Once Kirk realized something more was going on, he made an effort to find out what that more was. He then protected the Horta mother AND arranged to have her wound treated (which oddly enough, is actually one of my favorite McCoy moments). When the miners realized what was going on, I always got the impression they too did what the could to make amends.

Devil In The Dark was one of my favorite episodes of TOS. The connection between Spock & the mother Horta was so incredibly compassionate and understanding for each side and it was heartwarming to see how each came around after one understood the other.

Always wondered if anything more happened to the Horta. The comic image of a Horta with prosthetic limbs so it could gesture, pick things up, etc, and probably a comm unit entertains me to no end. And their long life cycle might mean that some day, there'd be a Horta admiral somewhere, having risen up the chain of command through sheer dedication, determination, and diligence. Imagine opening communications with the ship that one is on, expecting to see a biped, only to see a mobile mass of rock with manipulator arms 'sitting' in the command chair!
