They disabled security measures as in later seasons heck even in the first season i think they have meta dampening cells. In season 4 i do believe they disabled that for barry sense they wanted him to come back to his senses so he kinda needed his power.

Cisco was talking about electromagnetic shield to hold him from escaping in his gas form. Like how earth's magnetic field holds our atmosphere. Electromagnet is not a physical barrier, it doesn't affect the physical strength of the cell.

Plus we already know that each cell is specially built for all metas they capture, so idk if this proves anything.
