I wish you had followed the cold water line to where the shut-off valve is so that we could see how that works or where it's located. This is a good way to find the shut-off valve thanks to you. But maybe in the future you could say I think a shut-off valve should be painted yellow.

Tis why i kept looking as the house im in has about 20 shut off vaults lol so needless to say when i forgot which one is the main one, I don't really want to go shutting everything off and on again to figure it out. About if you don’t have a basement, and water heater tank is on the garage . What’s the possible location of the main water shut off inside your house? Closet? Always be a single valve?

I have a watts regulator handle at my water heater cold inlet. Is this in effect the shut-off valve?

With all due respect, the water supply to water heater is NOT the main shut off valve. Yes, it does shut off some rooms that are supplied by water heater, but does not stop all water that flows to the house, i.e refrigerator or yard spigot etc.
