It's plausible that China could achieve a manned landing on Mars first. They don't have lobbyists or litigation battles blocking technological progress. Don't forget China are also master copyists with unlimited resources and they wouldn't go for the over complex Space X approach. They instead would greatly favour the methodology already worked out by Robert Zuberin for his 'Mars Direct' approach that is of smaller scale and ambition but so very achievable in less time.👍

But China is not wasting billions on SLS; NOR ON administrative costs. That kinda evens out the budget issue. We should be afraid of China. And not just on space issues.

Annual Budget is not a convincing argument, the US is famous for spending 10 times more money on building things that other countries.

If you remove SpaceX(private Enterprise) from the equation both Nations are pretty similar in their capabilities. The most advanced milestones achieved for both being rovers landed on Mars

As Dr. Robert Zuberin's plan, we should be already walking on Mars with only falcon heavy. So, theoretically China can do it even without starship or SLS class ships.

If Space X has to fight with one arm tied to its back a contender could be quicker specially if it multiplies its chances by launching multiple half ass missions kept secret in case some fail with potential state funeral "Heroes" cramped in tiny death wish capsules.

You cannot just compare annual budgets. Typical salary and manufacturing costs in China are WAY lower, specially if you compare with NASA R&D ... So 11 billion represent a HUGE budget. I think we could be surprised by China speed, if there is will ...
