This is called Girl Code, and it's when girls/women always look out for each other, no matter if they're friends, strangers, or enemies. This is seen commonly when a girl is in a potentially dangerous situation, and other girls need to step up and say, pretend to know them.
Yes, it may seem strange to some people, but it's just how women stay safe. It's just a precaution, so don't take it personally. The other girl in the story thought he was a stranger and that the girl (being asked out) was uncomfortable.
